Limitation of Number of Rate Tiers and Qualifiers

There is a hard limit of 200 total cells. 199 cells or less are allowed. This is a combination of the number of rows times the number of qualifiers.

For example, the following will work within Express:

20 Rate Tiers x 9 Qualifiers = 180 total cells

10 Rate Tiers x 19 Qualifiers = 190 total cells

199 Rate Tiers x 0 Qualifiers = 199 total cells

The following will not work in Express:

21 Rate Tiers x 10 Qualifiers = 210 total cells

11 Rate Tiers x 20 Qualifiers = 210 total cells

201 Rate Tiers x 0 Qualifiers = 200 total cells
