A Deal is being Paid Out in a Future Period for a Small Amount

It's a very particular situation when this could happen for a small amount (such as 0.01) . There needs to be some certain criteria met:

1. Deal is split between more than one tier
2. Apply Highest to selected tiers is applied as a setting
3. Both earning records are rounded down to the nearest cent instead of rounded up. So both deals have a tenth of a cent decimal point less than 5.
4. The two records when added together have a tenth of a cent decimal place that is greater or equal to 5.
